Tenant management requires a super_admin account.
Create tenant
New tenants start in provisioning. Units & history are onboarded before the tenant is marked ready; users can only be added once ready.
Tenants
Active operational tenants. Deleting moves a tenant to the recycle bin for 5 days (its users are suspended); it is permanently purged after that window.
